Step binding simply does not work

Hello all,
 
I've read previous messages regarding the problems with upgrade from 4.6C to ECC6.
This is mine: I've defined workflow container element (say DLI) and assigned it initial value.
The first step is an activity step for background task I've created. This task also has container element DLI (same type off-course) and within the step binding the value should pass from the workflow container to the task container.
Unfortunately, in runtime, DLI of task container is <Not Set> which means the binding fails.
We're currently with basis package level 0009.
With 4.6C I never had this problem nor with ECC5 or ECC6 with basis package level 10.
 
I've tried notes:
956448 - Extend buffer concept...
969389 - Container editor loses default values in PFTS (good one but for another bug).
972806 - Container are not saved
Any ideas ?
