Praveen,
My advice would be from now on to create your org structure exclusively
in Prod.  Create your workflow in Dev and all org assignments can be
done using  rules.  You can maintain your rules/responsibilites in
production using Tcode OOCU_RESP.  Of course for test in DEV/QA you'll
have to revise your responsiblites to look at a dummy org.  This is
currently how I do it.  Your rule remains static in Production but you
can edit the responsibilites thus the agents.  I also maintain my
possible agents for a Task in Prod.    

All that aside, if you have HR implemented I'd recommend building your
WF Org where they build theirs, just to avoid numbering mismatches.  And
I don't know why HR would ever build their org structure anywhere other
than Prod.

And make sure your users have access to PLOG in their profile to read
objects of type AC and RY.  This allows your users to read the rule and
then determine the proper agent. Without PLOG, work items will just go
to the initiator when a rule is read.
