Yifat,

If I understood correctly, you would like to process notification tasks one-by-one. Briefy, I could think of two options:
Use the standard workflow per task; whenever task 1 is released a workflow starts for task 1. when task 1 is completed, task 2 is released (this can be done via customization of notification task follow-up action) and then the workflows starts for task 2. Such repeat for task N.
Loop at tasks as you try. What you should pay attention is that increasing task number by 1 is not enough. You should instantiate the entire object of QMSM. For example, if you have task number 1, its QMSM object 1. Then for task number 2, you should instantiate object QMSM for task 2. You can use the wizard to instantiate an object.
Personally, I prefer option 1.
