Ah, I didn't think far enough. You are of course right in that it is not
straightforward to actually prevent the workflow from being started. So
then the question is how far you are willing to go in terms of hacking
the GOS functionality....
Note: I didn't recommend that you hack the GOS, I just mentioned that it
is a possibility :-)

Sorry Mike, not in this case. SWETYPV comes in only when the
workflow is started by an event. In my case I need to start the workflow
directly.

Not if you invoke the function module as part of the SWETYPV
configuration and use it to decide whether to start a workflow or not !

would need a background step and end up with a workflow instance that
starts and then ends. And as you mention no feedback to the user other
than a mail notification.

Of course. Function module SAP_WAPI_WORKITEMS_TO_OBJECT
is always one of your best friends.
Your main problem will be feedback to the user, who
should be told why a workflow is not started.

Have a workflow that is started by an event.
Now, there is a need to allow the users to start the same Workflow from
GOS as well. Is there any way to prevent the GOS from starting the
Workflow if an incomplete workflow instance exists for the object? User
training is not an option ;)
