custom workflow behaves differently in development / test envoi

Hi! 

We have an existing customer workflow which locks all the items of a
corresponding PO if service entry item total (approved) exceeds the PO
total. Recently we made a change in development client so that it will
only lock items of a PO only if no deletion indicator is set to that
item. The workflow is working perfectly as per the change logic in
development client but after transport to Test client it is not working
as desired- it is locking only first & last item of a PO now( behavior
is changed from the original design also). Please guide. Is this
happening as we have missed anything in the transport? The program
change is same in both the system- checked ok.
