Problem with user decision step type

You can transport the general task setting with program RHMOVE30. 
It's infotype 1217.

Hi,
 
The "General Task" setting is normally lost when transporting. Just
activate it again in your test system.

Is this not agent assignment?  As per Cathy's note above, check the
agent assignment and compare with your Dev system.
