Problem with user decision step type

Hmmm... perhaps beyond my competence. 
Do you have a workflow administrator defined? (Check using transaction
SWU3)
 
I used Google to search for <"Workflow administrator" SAP> and found
something from MIT which is probably spot on for you:

SWU_OBUF I still get the same error. I guess there is some other

		I think you need to define the task as generic and then
