Start Conditions

Hi All,
 
I have a basic doubt in start conditions, regarding its client specific
and cross client settings.
When I am changing the existing start condition, system is  not
prompting for Transoprt request.
I have a scenario in which by default, personal settings is client
specific start conditions. Is it due to this setting, that the request
is not being prompted?
Whather cahnging the settings to Cross-clent will prompt me for
Transport request?
I tried to do the settigs in testing client, where I was able to chage
the condition, but while saving, system does not allow as cliet status
is non-modifiable.
 
Now my doubt is how to move the changes wrt this start condition from
development system to QA and PRD ?
