FM HTTP_POST call failing

We are calling Function Module HTTP_POST from a method in order to do a
HTTP Post to an external web server. 

 

However the result of the call (when testing it) is NI ECONN_REFUSED.

 

Does anyone know how work out who/what is refusing the connection? Is
there some sort of trace/log in the system? 

Perhaps someone has seen this error before?

 

The system is 4.6c
