Function to control budget

Hi  every body
 
I've met a problem and I'm trying to find a solution.
I'm looking for the function using in Fund management to control the
travel budget.
In fact this function is some where in the system but i don't know. I've
spent my time debugging but ..
 
Does some body know the functiion name ?
