Hi, 
 
You need to set up the release strategy first and set up a workflow based on it.
In the system where I am working there is an SRM system if your landscape contain this SRM system then you should set up the approval limit and spending limit in the SRM system and your workflow in R3 should query the SRM system to determine the route. 
 
Otherwise if you are running only in R3 you should set up some rule with an amount.
One of the difficuty will be with foreign currency to determine the right amount
 
You also have the possibility to modify table SPERS_REG in order to introduce some personalisation like the Approval limit of SRM ( you will also need the dialog function) so this is a little more complex but certainly worth it.
