Copying E-Recruitment Workflows

All,
 
I am working on E-Recruitment 2004s  and wish to copy several standard
workflow templates. I am using transaction PFTC to copy workflow
template 51800008.
 
When I look at the copied template, most of the workflow container
elements have been omitted from the copy.
 
Any suggestions why this would happen as I've never seen it before and
any suggestions what the fix is?
