How to continue stopped WF instances in production

it's happend to me in the develop ,
the problem was that the sap couldnot send mails becuase the agent of
sendin mails was stuck .
talk with your basis admin

Hi,

A couple of our workflow instances have stopped due to performance issues
in our production system(R/3 4.6C). They are in status ‘In Process’.
Processing stopped in the middle after completion of some activity,

How to continue such stuck workflows? I tried using SWPC/SWPR but none
worked.
