Down load a file URL and sending as an attachment

Hi Pros,
  I am having a real issue in reading a pdf file from a URL and sending it as an email attachement. I need some idea in doing this. I have a static URL string which locates a PDF file. My Client is using a different DMS system(not IXOS) to store Invoice scanned images.
   
  is there any function module or a Class to read the file from URL and send it as email attachment to outlook.
