SRM Shopping Cart N-Step Approval Workflow

Hi,

We have a strange problem, Our Shopping cart N-step approval workflow that
uses the badi is acting strange in one client only.

When the badi runs, it returns 2 approvers in all clients, 2 workitems are
created & routed to the approvers. However in this problem client (which is
on the same box) the badi also returns 2 approvers. However only 1 workitem
is created & routed to the first approver from the badi.  

When we run the badi on it's own in test mode, the correct 2 approvers are
returned but when workflow executes, only 1 agent is receives a work item,
which is incorrect as this causes the workflow to skip one of the approval
steps.
