"add approver" button inactive SRM 4.0

Dear Wug-ers,

We are on SRM server 5.0 and made a copy of the WS10000060 "Workflow Without Approval Shopping Cart".
When the original workflow is active the buttons "add reviewers" an "add approver" are active.

When I activate the custom workflow (same like original) the buttons are inactive. 
Does anyone know how I can get the buttons active for the custom workflow?
I have checked already dynamic columns (SAP Note 153605). This note did not fix the problem.
