Get agent of

Hello WUGers,
 
We're building a workflow where we want to email the manager of an
employee. Emailing the manager after a step is easy since the manager
can easily be stored in a container after the approval. However, we want
to email the manager several steps before the actual approval. I figured
I could use WF_TASK but unless I'm missing something, the methods
available for WF_TASK only return possible agents for selection in a
pop-up. 
 
Can I not do the resolution of say rule AC00000168 in step 1, store the
userid (manipulate it if necessary) email the user, do a few steps and
then have the approval later?

We're on R/3 4.7, Basis 6.2 SP55, EP 6.0 SP14
