Doubt regarding transport of organizational assignment

Hi,

I'm trying to transport organizational assignment of positions to org. 
structures for use in workflow from development to quality system. It's 
stored as a customizing task in the system.
Before transporting if I run a consistency check on the customizing task, I 
get an error saying

Object R3TR TDAT PDWS:
Object TDAT PDWS has object function "K", but no key

Any idea as to why this would be happening?
