External Email Notification for Fowarded WorkItem

Hi All,
   
  In my  Purchase Order  Workflow if no agents are determined for a particular Order it goes to Workflow Admin and he fowards to a particular user for approval who is also a possible agent .
   
  My problem is Workflow Admin gets an external email notification that there is a workitem in his inbox but the fowarded user doesn't get an external email notification for the same workitem in his inbox the status of the workitem is 'READY' also the external email address is maintained and RSWUWFML2 is also scheduled for every 5 minutes. I am working  in 4.7 and 6.20 version.
   
  Can anyone help me in this.
