Work Item Description Contains ASCII Characters

Good day all.

I'm facing weird case, when employee logon in
different language with their supervisor, the workitem
text that received by the supervisor will contains
ASCII characters.
For example, employee in login in Chinese (including
their Portal) and they submit a leave request.
Their supervisor is login and using Portal in English.
This supervisor receive notification in ASCII
character.

Is somebody facing with this before?
What's the solutions for this?
