container operation

You need to bind it out of the user decision step.

It is in the user decision step container under workitem, and if you expand
it up you will find the executing user ID.

I do not have access to a workflow system at the moment, so cannot tell you
the exact names, but have a look in the container of the user decision step
and you will find it.
