Hi Albina,
 
1. ITS is the Internet Transaction Server - older technology used by SAP
to develop web user interface. What exactly do you want to know about
it? 
2. You want to know how is workflow is used in ITS... Not sure i got it
right - please correct me if this is not what you were asking about:
    - answer is simple: It's not used. Workflow has nothing to do with
ITS and vise versa. ITS is the tool (server, actually - that translates
R/3 requests into HTML and back) to enable web presentation of the R/3
content. Workflow engine is the backend mechanism that runs user-mapped
automated processes. Workflow engine is not a part of ITS and hence do
not run IN ITS. The about only one touchpoint that ITS has with the
Workflow Engine is the ITS Business Workplace (service BWSP) which
presents and executes the user workitems in ITS environment...
But this is OLD. Unless you got strong reasons to use ITS you may be
better off using BSP,webdynpros or Java to develop your web interface
for SAP.

	When the work item could be executed the lock must have been
released.
	
	You could of course do a test where you have a change
transaction on the document going while you start the workflow. If that
fails in the same manner it is an indication that this might be the
problem.

	       I'll check the time that SWW_WI_ADMIN_CALLBACK executes
against the SWWERRE runtime.  The user decision task in question has a
secondary method to edit the parked document (FIPP).  We have checked
the table lock and have found no lock for the object, but there might be
something else going on there.

	               I don't really have any idea what the problem is,
but I will give you my best guess as to what happens: temporary error
caught by the error handling job SWWERRE. 
	               Check if there are any exceptions on the method
defined as temporary errors. Could the object (applicant) be locked so
the work item can't process it?

	                       We also are experiencing the same issue
with a user decision task.  It hangs up on SWW_WI_ADMIN_CALLBACK
occasionally and has taken up to 20 minutes to clear.  We have no idea
what is causing this.  Have you submitted an OSS message on this?  This
is definitely a "feature" in the SAP code. I saw nothing in OSS when I
searched by the function module name.

(Select Applicant) that is delayed occasionally.  Each time it happens,
I've noticed that the log (see below) contains an entry for
SWW_WI_ADMIN_CALLBACK that executes for 10 to 15 minutes before the next
step (PROCESS APPLICANT) of the workflow appears in the user's in-box.
