Oh and a correction from me - you can use position based substitution in SRM - technically the A210 relationship exists (thanks to Phil Soady for pointing this out). 
 
But this would imply that you are replicating your HR org structure from an R/3 or ECC system.  And you would probably want to include the A210 infotypes from your backend system - which is not included in the standard SRM notes on how to replicate the HR org structure.  However it would not be a big deal to include this in the filter. 
 
It might be tricky maintaining A210 infotypes directly in SRM however if you needed to do this, as they aren't included in the standard substitution UIs from BBPAPPROVAL or the UWL, and most of the standard HR transactions do not exist in SRM so you would probably have to resort to either using an expert org maintenance transaction or building your own UI.

Looks like its on WAS 6.20 as well. I just found it on a 4.7 system.

I don't know how far back it goes regarding versions, but I got a very nice tip from a colleague that on was6.40 there's a program called RMPS_SET_SUBSTITUTE which is an admin tool for maintaining substitutes. It works in the same way as the substitution management in SBWP but you can run it in SE38 for any user. 
 
Compared to dialogging HRUS_D2 you only get a single user view with the tool, so direct HRUS_D2 maintenance works better for mass updates. But at least in our case there hasn't been a need to do a maintenance dialog for table HRUS_D2 after taking this into use.
