Create mandatory note/attachment after workflow dialog step

Hello *,

could anybody please advise me how to solve the following challenge:

we need to make sure, after the completion of a decision task, that the user enter a mandatory text. This text needs to being displayed out of the generic object links after process completion as well.

I tried selfitem.create-note, but method doesn't assure that text was entered nor does it link the note to the SAP document (i.e. BKPF)
