WI advance with dialog

Hi all
My requirement is ,
Superior wants to forward the workitem back to the officer for some changes.
This is happening by forwarding the workitem.
But the problem is after officer making the changes in forwarded workitem he 
is getting the button *complete workitem* by clicking which he will be able 
to approve his own request.If he clicks cancel and reforwards to the 
superior then the things are okay.
 Is there anykind of suggestion for this to and fro movement of workitem 
without giving the officer the opportunity to approve his own request?
