Substitutes

I noticed a change log for the database objects is maintained for all
changes to the database. You might find something out there.  The table
name is DBTABLOG.

Sorry no - not for table HRUS_D2.

There's always table logging or just not deleting the entries (let the
end date do its work)... but difficult to stop users deleting it unless
you maintain substitutes centrally.   You could of course create your
own wraparound functionality to write a change document, but its not
provided in standard. 
 
You might have better luck if you are dealing with A210 infotype
substitutions as HR does include change documents - provided you have
configured them of course.
