View other user's SBWP

I always use FM RH_LOCAL_INBOX_GET. This always works fine...
 
But now I get a different amount of workitems with RH_LOCAL_INBOX_GET
than with RH_INBOX_VIEW_CREATE...
 
Does anyone know what the difference is?
