Hi Ananth,
When the first level approver, approves the PR and save it. There is a new instance of the workflow - (20000077) is triggered, in which the second level approver will receive a workitem for approval of the relevant PR.
So, I don't think we need to send a notification for the approval. Please correct me, if I am wrong.
