Hi Jerry,

Which event are you using ? If you are using the event ReleaseStepCreated 
then I think that in the transaction OMGQ with the release indicator, if you 
define the value to less than 10 and put the changeability indicator to 4 
Changeable, New release in case of New strategy or val.change

You'll then have a new event created to  start a new instance of your 
workflow and to stop the workflow already started ( with a parrallel branch 
with the wait event, don't forget this or you can have two different 
instances of workflows running on the same object)
