SAP_WAPI_EXECUTE_WORKITEM error

When executing a work item from SAP_WAPI_EXECUTE_WORKITEM, we get an error saying No Administrator Found. But when executing it from the Inbox there are no problems. I tried refreshing the Org Environment but no change.

Anyone seen this before?
