FIPP.DELETED not being raised in 4.6c

Hello All:

I have a workflow with a wait step for FIPP.DELETED. The trouble is that whenever I delete a NON-PO invoice (outside of WF) the event FIPP.DELETED does not seem to be raised.

I have not been able to find any relevant OSS notes.  Is there any configuration that should be done in FI in order to activate the raising of that event? 

I would certainly appreciate your expertise to figure out what is happening.
