Workflow is not activated

Hello,

I have created one workflow in one client. The event
is activated in this client. When I try to test the
same workflow in different client in the same box. The
workflow is not started. When I look at the event
linkage in other client is not active. My question is
should I activate event linkage in other clinet or
this is cross client ? Any help appreciated.
