Can't single step through RH_ORG_INFO_AND_TASKS

Really strange! I execute the FM as myself in se37 and try to single
step through it. 
Does not execute the code in the FM but executes other FMs. 
Goto se37, RH_ORG_INFO_AND_TASKS, execute and select Debugging. 

Some ABAP feature I never ran across.

Dumb question: Does it get executed? 

If so, onto the not so dumb question: does it execute under your
userID? 

If not (or "I don't know") then is there a way to do whatever you're
doing so
that it does execute in your dialog context?
