Illegal value for not specified item in input stream...

I created a brand new workflow template in PFTC. The only fields that I
have populated are the Workflow Abbreviation and Name. When I press the
Workflow Builder button, I get the even-more-cryptic-than-usual error
message :
 
Illegal value for not specified item in input stream... - 0000000007

Illegal value for not specified item in input stream... - 0000000008
(2584)
 
I have included the image as evidence.
 
If I press the OK button, it takes me through to the editor screen
without any obvious side-effects.
 
I have tried creating a few workflows and it seems to pop up
consistently. I have also logged out of SAP and come back in again, with
the same result. Admittedly, I haven't tried a reboot yet.
 
For what it's worth, I am on a 6.4 ERP installation.
 
Has anyone seen anything like this before???
 
APPENDIX
I just tried it again, and if I back all the way out of PFTC and then go
back into the transaction, it doesn't show the error when I go to the
Workflow Builder the first time, but does for all subsequent times.
