Regarding Active Plan-Version

It's very simple. Suppose you have created a workflow first time. After
testing user wants a few changes but you don't want to disturb the first
workflow so you create a new version of the first workflow and make the
changes in that version. Then this workflow, after activation will
become your Active plan version. Like 000 001 002 these are active plan
versions number

Using SWU3 we can maintain active plan version for workflows
I wanted to know the logical meaning for this setting. Can anyone
explain it
