Hi Vijay,
It doesn't make sense to be able to use rules for emails. Rules return org
objects, but email addresses are pretty much free text fields. i.e. it could
be customers or any mail address you pick off an order or whatever.
If you want to use a rule for agents' email addresses, you have to evaluate
the agents in code (FM RH_GET_ACTORS) and then get the email addresses for
each and send that to your mail step as a multline container.

While sending work items to inboxes of agents we can set rules in the
workflow step itself.
How do we set rules when we send SAP mail to agents. There is no option in
the workflow step itself for doing the same. Thanks for the help in advance.
