Attaching a URL to a WI

Hi all
 Does any know of a way to attach an attachment to a workitem? I have been 
though SWL_WI_NOTE_CREATE but it pops up input boxes for user input of the 
document title and URL string. I do not want the popups, I want to run this 
as a background step in my Wf?
