organizational plan : assign userids to positions

Hello Wfgurus,
I know not a direct workflow questions...

We use the organizational plan with org. units,positions and assign 
userids.
We want/plan to transport org.units and positions but not userids.
Is it possible only(!) to authorize  "add,remove userids"  from existing 
positions?
Perhaps there is a special transaction?
