Decision step being called via the ITS BWSP service not calling the complete workitem screen

When we use the standard SAP ITS service BWSP to execute a decision step
(marked to popup the complete workitem dialog) the popup to complete
workitem is not displayed yet a normal task does perform this function.
Is this standard?
