Assignment of Role to Release Code

Hi all,

We are using wf for releasing purchase documents and I have a little problem with table T16FW (Assignment of Role to Release Code).  Maintaining this table in the customizing environment (tr OMGQ and OMGS) is a transport relevant thing, but the position numbers are available only in the PRD.
My question is, does anybody knows an easiest way to assign the position to the release code without creating them in the customizing environment? 
We don't want to modify the T16FW, just I'm wondering if a could maintain the table in the prd without customizing.
