Cancellation of Work Item

Hello,
 While doing a "Cancel Work Item" of a particular step , what happens if the 
step is not yet present in the runtime.
 Will the work flow end up in error..? or continues...!?
 In My case there is a fork and in the subsequent branches i have this step 
executed only when a condition is satisfied.
So if i put a process control for this step, if there is no step in the run 
time what will the system do to the work flow?
