Re-Processing of Agent Determination for WI missing users

I recall someting about SWIA, executing the item as WI Admin, backing 
out and doing a Replace... something like that anyway. It could have 
been displaying a WI as admin, going into change mode (which also 
reserves the item) and replacing.
Memory is very cloudy on this, but worth a try.
