why wf not triggered?

Hi, all.

We have two workflows (A and B) for approval process of sales order. A is triggered by standard sales order (order type: OR), while the B triggered by return sales order(order type: RE).Both A and B should be triggered by BUS2032-CHANGED event. Because A works well, I copied A to B, with different start condition (_EVT_OBJECT.SALESDOCUMENTTYPE = 'OR' for A and _EVT_OBJECT.SALESDOCUMENTTYPE = 'RE' for B), but B cannot be triggered when I change the order. However if I use TCODE SWUE to create an event manually, B will be triggered as I expect. Also I tried to remove all start conditions of B but it still not works. So I think maybe there're problem to trigger BUS2032-CHANGED event when specific type of sales orders are changed, what is it?
