Event Linkage

Hi,
I found deactivated event linkage in my workflow which
was in active state.
 in SWE3 it is showing as Do not Change linkages. can
any one tell me why it is happend.
As it is urgent, I transported again the activation.
but how can I restart my workflow for the transactions
already happend. do I need to start the work flow
manually for them?
If so, how should I restart?
please advice.
