SAP GUI 4.6c and Windows XP SP2 not playing well together...

I open the Condition editor in WF Template and now I am seeing below 
junk where the conditions are supposed to be defined. 

"<FRAMESET rows="*" frameborder=0>   " 

Never seen this before! 
No idea where my conditions are...

Any help is appreciated.
