Transport start condition

Hi all,

 

I've transported Workflow with start conditions; The WF appears in
production however the start conditions are empty - The only way I could
find to create start conditions in Production was to open the entire
environment for changes.

Please assist: Is there a way to maintain start conditions in
production? Why weren't they transported?
