ALE/EDI Error Monitoring/Reporting Via Workflow ( A Particular Situation )

G'Day Everybody,
 
We are on 4.7 SR1 SP48, we have config for error reporting for ALE/EDI, We
had a situation yesterday, a user executed a batch job which has ABAP
report RBDAPP01 for posting of idocs. All of sudden the inboxes of all
users in Production were flooded with error message workitem.After
completing the workitem all of them disappeared also. This Phenomena is
perfectly normal for an error reporting workfllow task. And, as i
understand the standard tasks for error reporting/monitoring are general
tasks there is no problem if the workitems are gone to all users.
      The thing i do not understand is that batch job is run every night by
that user and idocs are thrown in error every night...but why only that
particular day the workitems appeared in inbox. I asked the user to try to
simulate the scenario in QA and user was able to do that by running the two
instances of that job parallelly. I looked at the task and found that it is
defined in the Global Parameters for Idoc Interface under Error codes for
idoc processing under process codes tab. The task which was invoked was
 
EDIM  2     TS30000020  Error Message Without IDoc  ---   line entry from
Global param.
 
The task is using the standard rule 30000001 for IDOC Administrator. Now
the problem is i don't understand if it has the rule for IDOC admin then
also why Workitems are thrown to everybody( general task + rule evaluation
= ? for a workitem).
Why it is not getting triggered every time when we have IDOCs in error?
Is there any way that i can set it send workitems to only one person( i
think i can create and assign one more rule which will give a user id
attached to a positon).
 
Can anybody throw some light on this??
