Workflow between different R/3-Systems

Hi everybody,
 
I received a request and would like your opinion on this.
The Process is to take place on an SEM-system.
 
Data is to be entered into the Developmet System,
then the Controlling takes a look at the data,
after the approval is granted,
there has to be a synchronization
after that transport to qa-system=20
a second synchronizaton in the QA-system,
the data has to be checked=20
if the check was ok,=20
transport to productiv system
final synchronization
 
 
Is it possible to build such a workflow ?
