This is the reason: " Purchase requisitions created by materials =
planning usually can also be deleted again by the materials planning. =
However, you can currently not delete work items by program control. =
There is a risk of inconsistencies being created between the work items =
and the respective purchase requisitions." (Note 67866)

Hi Zsolt,
I've been raised this issue more than 1 years ago. At
that time no one give me a satisfied solution.
The standard worklow,WS00000038 will not triggered
when PR created from MRP. I also currious what's the
reason behind this. My colleague told me that there's
a specific configuration in MM to solve this issue.
Please discuss with your MM colleague.
The other options is, as suggested by Eddie. You can
raise an event base on certain thing, e.g.: change
document, changes on field, etc.
