Rule Responsibilities

Good day all,
I have a weird rule responsibilities. My rule
responsibilities contain 2 containers: plant and
mattype.
Inside responsible tab I have 2 responsibilities.
1st responsibilities:
- I assigned value 'ZFDP' to my mattype role for both
column (of and to)
- For plant I assigned value 'P140' for both column as
well.
I assigned user id A,B,C to my 1st responsibiities
 
2nd responsibilities:
- I assigned value 'ZFDP' to my mattype (ame with my
1st responsibilities)
- For plant, I assigned value 'P141' for both column.
I assigned user id A,D to my 2nd responsibilities.
 
Both responsibilities is in same level.
 
I simulate this rule. Tested using mattype 'ZFDP' and
plant 'P140' it come with correct result, user A,B and
C. Same with 2nd responsibilities, the result is
correct.
 
The problem is when I use it inside my workflow it
always come list of user from 1st responsibilities. I
trace my workflow and analyze my binding and
container. Everything is seems perfect. The plant
container has value 'P141' and mattype container has
value 'ZFDP'. But the result of agent always from 1st
responsibility (Agent A,B and C)
 
Any body has a clear explanation on this?
